As the adoption of electric vehicles (EVs) and solar energy continues to grow, local governments face the challenge of creating ordinances that address both current and future needs of their residents. Recognizing this need, the Cities of Edina and Plymouth, MN enlisted WSB’s expertise to develop customized EV and solar ordinances. These ordinances are designed to complement existing regulations, supporting each City’s goals and long-term vision.
WSB’s team of in-house experts in sustainability and community planning worked closely with City staff to evaluate their goals, existing policies, and desired outcomes for EV charging and solar infrastructure. This collaborative approach ensured that the new ordinances aligned seamlessly with the City’s objectives.

By referencing existing regulations and removing unnecessary permitting steps, the ordinance established a streamlined approval process, reducing the administrative burden on developers and City staff.
Further refining the ordinance amendments based on feedback from City work groups, WSB presented the final proposal to the City’s planning commission and city council for approval. The resulting ordinance is not only clear and concise but also flexible enough to adapt to rapidly evolving technologies and market trends.
