Highway 14 is an essential commuter corridor between Owatonna, Interstate 35 and Rochester. The roadway connects the cities, its strong manufacturing sector, a robust regional employer and a top medical center. The TH 14 Expansion Design-Build project’s goal was to improve highway capacity, reduce travel time, improve interregional commerce connection, and increase user safety.
The project involved the construction of a new, four-lane alignment of Highway 14, comprised of segments 2 and 3, from east of Steele County Road 43 (east of Owatonna) to Highway 56 North (west of Dodge Center). The $110 million design-build contract included grading, concrete paving, construction of multiple new bridges, the demolition of 15 buildings and the construction of approximately 5 miles of roadways.
WSB was selected to support MnDOT and provide engineering oversight and verification for transportation engineering and design, traffic, drainage, utilities, and geotechnical services. The team also lead contract administration, change management, and schedule review. They worked with all parties to review contractor design-build team plans and project submittals for compliance within contract requirements.
WSB’s design-build expertise helped to guide the TH 14 Expansion project to success, providing highway users a safe and efficient path of transportation.
