WSB worked with a private developer, JO Companies, and the City of St. Paul, Minnesota to apply for funding for a new affordable housing development, The Hollows. Multiple investigations at the Site identified fill soils impacted with demolition debris, DRO, and PAHs, and chlorinated solvents requiring soil correction and the installation of an active soil vapor mitigation system (VMS) at the new Site building. WSB prepared budgets and applied for cleanup grant funding from DEED and Ramsey County REF. Preparing more than one application for grant was necessary to bridge the financial gap and to fund additional debris correction/management and consulting fees.
WSB provided environmental, geotechnical, survey, and civil engineering services for the redevelopment project. VMS diagnostic testing, VMS Operations and Maintenance Plan, and conducted heating-season vapor verification sampling at the new building were completed in 2022. In spring 2023, WSB concluded with the nonheating season vapor verification sampling, final RAP implementation reporting, and drafting/filing of an Environmental Covenant for the Site.
