In May 2019, Tulsa County endured a significant flood event, resulting in a Presidential Disaster Declaration (DR-4438). This disaster highlighted the need for a comprehensive mitigation strategy to address the flood-prone areas and protect the community.

In 2021, Tulsa County selected WSB to partner with them and guide them through each phase of the Mitigation Buyout Program Design and Implementation. WSB provided grant management and support services to help identify funding in Phase I, Flood Mitigation Prioritization and Scoping, resulting in the design of the Voluntary Acquisition Program. Phase 2 of the project began in 2023 and implemented the Voluntary Flood Buyout and Acquisition Program by providing property acquisition, property relocation, and demolition services to the affected properties. The program covers 87 properties, including relocations and demolitions. Acquisition services include contracting for title, appraisals, and environmental studies. Our Relocation agents prepare offer letters and necessary contract documentation, offer advisory assistance to applicants, assist in finding a decent, safe, and sanitary replacement property, and work closely with the closing company to secure the flood-prone displacement property and close on the replacement property outside of the floodplain.

While still ongoing, the WSB team is providing project oversight and monitoring along with monthly reports throughout the acquisition process.
