Engineering and consulting firm WSB announced today that Stroud Evans has joined the organization as their vice president of strategic growth. In this newly created role, Evans will lead WSB’s growth efforts from the firm’s Austin, Texas office.

Evans brings over 30 years of successful performance as a versatile executive delivering multi-disciplinary professional services in the Architecture, Engineering and Construction (AEC) industry. He will work closely with WSB’s senior leadership on long-range goals, expansion strategies, operations plans and policies and will align company resources throughout the firm’s 15 offices.

WSB entered the Texas market in 2017. The firm has made two key acquisitions in the Texas marketplace over the past three years, first acquiring Austin-based Rogers Design Services (RDS) in 2018, followed by Houston-based Nathelyne A. Kennedy & Associates, in (NAK) in 2019. WSB has established brick-and-mortar office locations in Austin, Dallas and Houston, but provides engineering, planning, environmental and construction services throughout the state to the public and private sector. Recently, WSB delivered the final design for Williamson County’s Ronald Reagan Intersections Improvement Project near Sun City, and the final design for the expansion of RM 967 in Hays County.

Oswald joins WSB with over 20 years of large-scale boundary experience

Engineering and consulting firm WSB announced today that Brad Oswald has been hired as the director of survey operations in Denver, Colo. This is a new role that will focus on growing WSB’s surveying offerings in the Colorado and Texas markets.

In this role, Brad will diversify WSB’s fast-growing survey service. Oswald brings over 20 years of experience of leading large-scale boundary surveys throughout the U.S.

“The bread and butter of WSB’s survey expertise has largely been construction related,” said Kyle Klasen, director of survey at WSB. “Brad’s large-scale boundary expertise will complement the services we already provide and will give us boots on the ground in Colorado.”

Most recently, Oswald was with SAM Companies, a geospatial solutions and construction services company where he acted as the Denver operations manager. His expertise includes business development, field management and project delivery. Oswald is a Licensed Professional Land Surveyor in 16 states.

The new position will focus on renewable energy and firm-wide resiliency initiatives.

Engineering and consulting firm WSB announced today that Amy Fredregill has joined the organization as their senior director of sustainability. Fredregill joins the firm’s Golden Valley office where she will lead WSB’s renewables and resiliency strategy.

Fredregill was most recently the managing director of the Sustainable Growth Coalition at the Environmental Initiative, a Minneapolis-based nonprofit. Throughout her career Fredregill has supported the Minnesota Association of Cooperatives, Midwest Renewable Energy Tracking System Inc. and Xcel Energy.

“Amy brings a wealth of knowledge to this position with both her public and private sector experience,” said Andi Moffatt, vice president of environmental services at WSB. “Many of our clients and their communities are prioritizing resiliency and we will continue to see a demand for sustainable approaches and initiatives in the future.”

This new role will strengthen and expand the firm’s sustainability services and solutions. For years, WSB has been delivering sustainable solutions, such as stormwater and flood management, water reuse, municipal resiliency planning, materials, smart cities and renewable energy. Fredregill will help form the foundation for WSB’s sustainability strategy across markets and divisions.

Harris will lead the firm’s construction efforts in Texas.

Engineering and consulting firm WSB announced today that Melvin Harris is joining the organization as their director of construction engineering and inspection. Harris joins the firm’s Houston office where he will lead WSB’s efforts to build a strong construction inspection team in Texas.

“Melvin is technically solid and a significant strategic hire for our firm,” said Jay Kennedy, WSB’s vice president of Texas operations. “His experience working with the Texas Department of Transportation, his construction management knowledge and bridge inspection and management skills will set a foundation for growth and will allow us to expand our services to clients in the Houston area and beyond.”

Harris joins WSB with nearly ten years of experience working on high-profile construction projects in Texas. Throughout his career, he had the opportunity to work with the Texas Department of Transportation on large-scale infrastructure projects including the Grand Parkway Project and the US 290 Corridor Project.

Most recently Melvin held the position of Director of Construction Service Operations for Aguirre and Fields. During his tenure, he grew the team from 30 to 50+ members, standardized several inspection processes and implemented a safety program.

Saenz will lead the firm’s right-of-way efforts in Texas

Austin, Texas – Engineering and consulting firm WSB announced today that Christie Saenz is joining the organization as a senior right-of-way specialist. Saenz joins the firm’s Austin office where she will lead WSB’s right-of-way efforts throughout Texas.

Saenz joins WSB with over 25 years of experience in the right-of-way industry. Throughout her career, she’s managed the acquisition of over 1,000 parcels for the Texas Department of Transportation and central counties and cities. Most notably, Saenz worked on the SH 99 Grand Parkway, Segments F-2, G-1 & G-2 for Texas Department of Transportation in Harris and Montgomery Counties, SH 36 for Texas Department of Transportation in Brazoria and Fort Bend Counties, the Bell Boulevard Realignment for the city of Cedar Park and Dacy Lane Phase II for Hays County in Kyle, Texas.

Engineering and consulting firm WSB announced today that Paul Kivisto is joining the organization as a senior structural engineer. As the former metro region bridge engineer and St. Croix Crossing Bridge construction engineer for the Minnesota Department of Transportation (MnDOT), Kivisto joins the firm with nearly 37 years of experience working on high profile structural infrastructure projects throughout Minnesota.

“I am thrilled to welcome Paul to our firm. His engineering and bridge management experience will be an invaluable addition to our structures team,” said Jody Martinson, WSB’s vice president of transportation. “I’ve worked closely with Paul for many years and his technical abilities and his big-picture thinking will be an asset for our clients’ structural needs.”

Kivisto has played a significant role in some of the most high-profile bridge projects in the state, most notably serving as the St. Croix Crossing Bridge construction engineer. The $646 million project was completed in 2017 and involved two state DOTs, multiple communities and an innovative extradosed design – only the second of its kind in the United States. Additionally, Kivisto offered his expertise on bridges across the state including the reconstruction of the I-35W Mississippi River bridge and the construction of the 10-lane Wakota River Bridge.

Rochester, Minn. – Engineering and consulting firm WSB today announced that Chris Petree is joining the organization as the director of Rochester operations. As the former public works director for the City of Rochester, Petree joins the firm with more than two decades of experience working for municipalities.

In his previous role with the City of Rochester, Petree was responsible for the supervision, management, planning and coordination of all activities of the Rochester Public Works department, from transit and land development to wastewater and stormwater management, as well as the oversight of 160 employees and a multi-million-dollar annual operating budget. Petree also previously served as public works director for the cities of Lakeville and Hugo.

Jody Martinson joins WSB from Minnesota Department of Transportation

Local engineering firm WSB today announced that Jody Martinson has joined the organization as the new Vice President of Transportation. As the former assistant commissioner of the Minnesota Department of Transportation (MnDOT)’s operations division, Martinson joins the firm with more than two decades of experience working in transportation engineering and project management.

“We are incredibly lucky to be able to call Jody a member of the WSB team,” said WSB President and CEO Bret Weiss. “Her depth of experience and incredible record at MnDOT will serve as an asset to our organization and to our clients.”
Martinson will lead WSB’s transportation efforts, a position previously held by Jon Chiglo who was recently promoted as the firm’s chief operating officer.

“Jody is a true leader and innovator in the world of transportation, and I know she will support our staff and clients as we grow our portfolio in new and exciting ways,” said Chiglo.

Martinson spent 25 years at MnDOT, starting as an engineer. In her time as assistant commissioner, she was responsible for managing overall operations including transportation program development and delivery, maintenance, legislative and policy development, strategic and business planning, and organizational change management. She also served as co-chair of the Guidestar Board of Directors and was a member of MnDOT’s Executive Inclusion Council and Advisory Council for Tribal Transportation.
